Poverty is an illusion. But it is real. Poverty is a bubble. It is an empty nothing, a lack created by the illusion that contains it. A bubble cannot be reduced or alleviated, only pricked and exterminated. Like a bubble, Poverty cannot be reduced or alleviated, only eradicated. A bubble can be seen only by outsiders, not by insiders of the bubble.</div></div><p><strong>POVERTY AND THE DRUG MENACE</strong></p><p>Poverty is like the drug menace, its mother and spawning ground. Reduce it here and it moves and grows bigger elsewhere. Alleviate it there and it comes back here with more mindless intensity.</p><p><strong>POVERTY IS GLOBAL</strong></p><p>Many Filipinos leave home, sell what can be sold, pawn what can be pawned, to run away from Poverty; to parley near zero income to P30K, or P40K, or P50K, only to find out Poverty sticks like a shadow and will stay till they return. When they go to Saudi, Dubai, or Qatar it is there - Poverty; when they go to London, Paris, or Munich, it is there; when they go to America it is there, so my sister in America tells me. <strong>Poverty is global</strong>. Escaping it is good, for a time. Some make it, some make it big, a few make it big time. Many don&#x2019;t and won&#x2019;t and return as they left, empty, to homes depreciated and families depleted.</p><p>Poverty is not all about money. Poverty is the stinging pain of separation; the gnawing emptiness of disconnect; the loneliness of empty pockets, empty homes, and empty rooms, and the longings of emptied souls. I know.</p><p><strong>POVERTY IN ABUNDANCE &#x2013; &#x201C;Blessed but Cursed&#x201D; (Cielito Habito)</strong></p><p>The Filipino is productive anywhere he/she goes and finds a rich and fertile habitat. Kingdoms or cruise ships; in the US Navy; in Wall Street; in Silicon Valley; in resorts and construction sites of wealthy Arab Kingdoms; in research labs, hospitals, think tanks, and enterprises at the global forefront of breaking-through science and technology. Ph has its own world-class universities and a business management school (AIM) that can match the best in the world.</p><p>The Philippine archipelago is one of the richest, most diverse, and most abundant habitats on the planet. Could it be the rich habitat to spawn and unleash Filipino productivity and creativity? Why not? If its communities, resources, and people are managed the way successful and rich enterprises are managed, indeed why not?</p><p><strong>CHANGE IS COMING</strong></p><p><strong>Comes now ECSOM</strong> -- Ecosystem, Community, Sustainable, Organization, Management, a poverty eradicating framework that Dr. SKR, development economist and practitioner, has put together, and a small team of Pinoys is quietly putting into action. ECSOM proposes to eradicate poverty by co-creating Sustainable, Self Reliant <strong>Communities</strong> that are built, managed, and grown, with the same rigor, vigor, consistency, and professionalism that successful enterprises like San Miguel, Ayala Corp., SM, and MVP Group practice using the same management tools and applying a <strong>Social Accounting Matrix</strong> that is as developed and empowering as accounting protocols enforced by the International Financial Reporting Standards (IFRS) and the Philippine Generally Accepted Accounting Principles (GAAP).</p><p><strong>For the sake and on behalf of past, present, and future would-be (but no longer) victims of Poverty I dare to say that ECSOM will work. And as ECSOM works and poverty is eradicated, I see CHANGE coming &#x2013; THE ECSOM VISION:</strong></p><p>&#xA7; Communities in the provinces will prosper and the households and people there will know it, their Wealth and Welfare being managed and measured by an inter-linked Social Accounting network.</p><p>&#xA7; Communities in Metro Manila will likewise prosper but it will decongest and become a thriving, clean, green center of tourism and communication and performing arts and a service, trade, and distribution center serving the provinces.</p><p>&#xA7; With much of government services and heavy and light industries dispersed to provincial satellites, traffic in Metro Manila will ease, and traffic in the provinces will rise and be properly managed henceforth, applying proper urban planning and practice in all areas, moving forward.</p><p>&#xA7; Productivity of communities, households, and people will rise, tax rates will fall, and tax take will rise. The crime rate will fall. Government sector salaries will rise. Yet well-meaning people fight over the MIF with such destructive force, condemning it to be &#x201C;beyond repair&#x201D; instead of making or suggesting repairs on aspects that need them no matter how defective and how pervasive they are. &#xA0;Thank God that when some Pillars say, &#x201C;it is beyond repair&#x201D;, there are other Pillars like my barber, who can say &#x201C;nothing is beyond repair&#x201D;; like a UP alumnus who can say -- in complex systems such as the creation and management of wealth funds, &#x201C;go for Nobel Laureate Herbert Simon&#x2019;s concept of &#xA0;<strong><u>&#x2018;Satisficing&#x2019;</u></strong> or the pursuit of practical satisfactory outcomes rather than unattainable perfection&#x201D;.</p><p><strong><em>Flagellation</em></strong><em> </em>used to be a religious ritual practiced during Lent. Now, it is becoming a national reflex increasing in intensity, frequency, and visibility, like birth pangs; it&#x2019;s all around us &#x2013; on the streets, in mainstream and social media, and even in the Batasan Hills; people say it&#x2019;s just a remnant of election fever, but there is never an excuse to self-destruct. The pseudo-pillars may call themselves highfalutin names like &#x2018;makabayan&#x2019; but the Community can recognize a virus when they see one and will grow the antibodies to expunge them.</p><p>In conclusion, the Community needs to develop a deeper sense of &#x2018;common interest&#x2019; over &#x2018;special interests&#x2019;, a spirit of the &#x2018;Commons&#x2019; over the &#x2018;Specials&#x2019;. Some readings on the concept of &#x2018;Commons&#x2019; can be useful:</p><p><strong>URBAN COMMONS</strong></p><p>&#x201C;Urban commons present the opportunity for the citizens to gain power in the management of urban resources (Wealth Funds, for example?) and reframe city-life costs based on their use value and maintenance costs, rather than the market-driven value&#x201D;.<a href="https://en.wikipedia.org/wiki/Commons#cite_note-20"><sup>[20]</sup></a><sup> &#xA0;</sup>Urban Commons situates citizens as key players rather than public authorities, private markets, and technologies.<a href="https://en.wikipedia.org/wiki/Commons#cite_note-21"><sup>[21]</sup></a> David Harvey (2012) defines the distinction between public spaces and urban commons. Public spaces and goods in the city make a commons when part of the citizens take political action. Syntagma Square in Athens, Tahrir Square in Cairo, and the Plaza de Catalunya in Barcelona were public spaces that transformed into urban commons as people protested there to support their political statements. Streets are public spaces that have often become urban commons by social action and (peaceful) protests.<a href="https://en.wikipedia.org/wiki/Commons#cite_note-22"><sup>[22]</sup></a> Urban commons are operating in the cities in a complementary way with the state and the market. Some examples are community gardening, urban farms on the rooftops, and cultural spaces.<a href="https://en.wikipedia.org/wiki/Commons#cite_note-23"><sup>[23]</sup></a> More recently participatory studies of commons and infrastructures under the conditions of the financial crisis emerge&#x201D;. (Even Sovereign Wealth Funds can be seen as &#x2018;Commons&#x2019; if the Community or the People say so, after all are they not the ultimate sovereign? &#x2013; Bob)</p><p><strong>DIGITAL COMMONS</strong></p><p><a href="https://en.wikipedia.org/wiki/Mayo_Fuster_Morell">Mayo Fuster Morell</a> proposed a definition of digital commons as &quot;information and knowledge resources that are collectively created and owned or shared between or among a community and that tend to be non-exclusive, that is, be (generally freely) available to third parties. Thus, they are oriented to favor use and reuse, rather than to exchange as a commodity. <p>In addressing the critics&apos; concerns regarding the proposed <em>Maharlika Investment Fund</em> (MIF), it is essential to delve into the concept of &quot;<strong>satisficing</strong>&quot; as proposed by Herbert Simon, the Nobel laureate and renowned scholar in the field of decision-making. Simon&apos;s work on bounded rationality provides valuable insights that can shed light on the ongoing discussions surrounding the MIF Bill and the differing opinions among ex-perts. Simon argued that individuals and organizations are bound by cognitive limitations and face constraints such as limited time and information when making decisions. In complex systems such as the creation and management of wealth funds, it is unrealistic to expect decision-makers to thoroughly analyze and evaluate every possible option to identify the optimal solution. Instead, they can adopt a satisficing approach, aiming to find a solution that is &quot;good enough&quot; to fulfill their goals and the interest of the community they serve, given the constraints they face.</p>
<p>In systems thinking, &quot;<strong>satisficing</strong>&quot; is a concept that refers to making decisions or taking actions that are satisfac-tory or &quot;good enough&quot; rather than seeking the optimal or perfect solution. The term combines the words &quot;satisfy&quot; and &quot;suffice&quot; and was coined by the Nobel laureate Herbert Simon. It acknowledges that in complex systems, it is often difficult or even impossible to determine the best possible outcome due to various fac-tors, uncertainties, and interdependencies. Herbert Simon, an American economist, psychologist, and com-puter science pioneer, introduced the concept of satisficing in his work on decision-making processes. It can provide valuable insights that can shed light on the ongoing discussions surrounding the MIF Bill and the dif-fering opinions among experts. Individuals and organizations are bound by cognitive limitations and face con-straints such as limited time and information when making decisions. Thus, in complex systems such as the creation and management of wealth funds, it is unrealistic to expect decision-makers to thoroughly analyze and evaluate every possible option to identify the optimal solution. <p>Emphasizing the pursuit of satisfactory outcomes rather than unattainable perfection, the purpose-driven individuals who perceive SWFs as a type of CWF can apply a simplified but purposeful perspective that aligns with the essence of satisficing, promoting constructive dialogue and a holistic understanding of the goals and constraints of the proposed MIF Bill.</p>
<p>In conclusion, Herbert Simon&apos;s concept of satisficing and bounded rationality provides a valuable lens through which to address the concerns raised by the critics of MIF. By embracing a framework grounded in satisficing, we can move forward by leveraging diverse perspectives, promoting dialogue, and seeking satisfactory out-comes that align with the purpose and objectives of these Wealth Funds.</p>

<li>Of highest priority are investments in strategic, high-impact assets such as Renewable Energy fed power plants.<br>

<strong>FUND INVESTMENT PHILOSOPHY:</strong><br>
The fund investment philosophy is premised on the &#x201C;scarcity of capital and financing in the Agriculture and the SME sector&#x201D; where investments are needed most and will produce the highest impact in the development of economically viable communities. When impact communities become viable enterprises through innovative systems, Capital, freely abundant to the elite but scarce to the SMEs, can be democratized by providing them not with cash capital, which can be risk-vulnerable, but with access to capital assets under de-risked arrangements and more affordable lease, &#x201C;Islamic Sukuk&#x201D; or pay-per-use terms. <p>There may not be that many Community Wealth Funds operating in the world today. It is not easy to find examples of CWFs presently operating. In the Ph, there is probably none so far. One way to understand CWFs is to understand <em><strong>Sovereign Wealth Funds</strong></em> (SWFs). An SWF is a type of CWF. Not all CWFs are sovereign.</p>
<p>For this white paper, a CWF is an investment fund that can be state-owned or non-state-owned. A CWF can have the characteristics of an SWF except for the attribute of sovereignty.</p>
<p>What is a <em><strong>Sovereign Wealth Fund</strong></em> (SWF)? How are SWFs explained by experts? What examples will illustrate a clear understanding of its significance?<br>
&#x201C;A Sovereign Wealth Fund is a state-owned fund or entity investing in real and financial assets such as stocks, bonds, real estate, precious metals, or alternative investments such as Private Equity, Venture Capital, or Hedge Funds. Most SWFs are funded by revenues from commodity exports or foreign exchange reserves held by the central bank and are invested for long-term returns for the benefit of the nation&#x2019;s economy and its citizens&#x201D;. Foreign exchange reserves refer to liquid foreign assets held by the Central Bank of a country. Foreign assets comprise assets that are not denominated in the domestic currency of the country, such as US Treasury Bonds and Panda Bonds.</p>
<p>&#x201C;In general, SWFs tend to prefer returns over liquidity, making them more risk-tolerant than traditional foreign exchange reserves, according to the non-profit Sovereign Wealth Fund Institute. As described by the Institute, the traditional classifications of SWFs include:</p>
<ul>
<li>Stabilization funds; Savings or future generations funds.</li>
<li>Pension reserve funds; Reserve investment funds.</li>
<li>Strategic Development Sovereign Wealth Funds (SDSWF).</li>
<li>In some cases, sovereign wealth funds will invest directly in domestic industries.</li>
</ul>
<p>&#x201C;Some countries have created SWFs to diversify revenue streams. For example, the United Arab Emirates relies on oil exports for its wealth. Therefore, it devotes a portion of its reserves to an SWF that invests in diversified assets which can act as a shield against oil-related risk. According to the World Economic Forum, as of 2018, the UAE&apos;s fund was worth about US$683 billion. The Forum also finds that Norway&#x2019;s SWF, the largest single fund in the world, has exceeded US$1 trillion since 2017&#x201D;.</p>
<p>The SWFs of Singapore are probably the most prominent among global SWFs:<br>
Govt of Singapore Investment Corp. (GIC) is a sovereign wealth fund, with a mandate to preserve the purchasing power of SG Dollar. Its investments are limited to highly liquid foreign securities as a tool to manage the foreign reserves of SG. Temasek Holdings is an asset manager mandated to generate long-term yields and investment returns for the State assets of SG. The Monetary Authority of SG (MAS) is mandated to manage the SG Govt&#x2019;s cash deposits and liquid assets.</p>
<h3 id="quo-vadis-ph-swf-2022">QUO VADIS PH SWF 2022?</h3>
<p>What lessons can be learned and applied from ongoing global best practices amid the raging storm signaling the birth of the Ph SWF?</p>
<p>Will it be stillborn or are we having a healthy baby that will grow to become robust and resilient from birth pains weathered and start-up adversities hurdled?</p>

Curious <strong>how</strong> the signature word is used to underline a curious pack of overused, pretentious slogans such as &#x201C;Human Rights Defenders&#x201D;, &#x201C;EJK&#x201D;, &#x201C;dictatorship of the proletariat&#x201D;, &#x201C;revolutionary tax&#x201D;; curious <strong>who</strong> use these Signatures behind political face masks, ideological face shields, sophisticated sleight of hand; curious <strong>why</strong> they hide behind the ambiguity of lofty advocacies to camouflage true intent and advance their obsolete agenda; curiouser <strong>when</strong> their comrades explode land mines while ascribing EJK to others but themselves; curiouser how they raise clenched fists clamoring for &#x201C;dictatorship of the proletariat&#x201D; while practicing their own brand of &#x201C;dictatorship by the exiled and his puppets&#x201D;; curiouser how they recruit young students, brainwash and bring them to the mountains to carry arms as child warriors, in blatant disregard of the rights, responsibilities, and love of parents over their children, as declared in Article 26 Section (3) of the 1948 Universal Declaration of Human Rights; curiouser how they extort funds mislabeled &#x2018;revolutionary taxes&#x2019;, or &#x2018;donations&#x2019; for cloaked beneficiaries -- themselves disguised as &#x2018;NGOs&#x2019; -- in a form of pernicious taxation without representation, in violation of fundamentals of good government they pretend to fight for. <strong>We, the people, will speak our minds about the simple clarity of Signature Words, muddled and made complex by sophistries of selfish interests</strong>.<br>

<h2 id="complicating-the-simple-is-the-problem%E2%80%A6">Complicating the simple is the PROBLEM&#x2026;</h2>
<p>&#x201C;Red-tagging must end,&#x201D; a curious clich&#xE9; echoed and re-echoed by organs representing several &#x2018;Party Lists&#x2019; even while being charged by former comrades as &#x201C;insurgents and terrorists in disguise&#x201D;.</p>
<p>&#x201C;Red-tagging has to go,&#x201D; declares a newly appointed political expert, referring to the un-merry mix-up where (a) left-leaning activists are labeled &#x201C;terrorists-insurgents&#x201D;, wrongly (or not) subjecting them to real, imaginary, or presumed risks; the other side of the mix-up happens when (b) identified, active, &#x201C;terrorists-insurgents&#x201D; hide behind the cloak of the ambiguous phrase &#x201C;red-tagging&#x201D;; the confusion is conveniently sustained by (b) propagandists with hidden, self-serving agenda, and sometimes by (a) authentic, concerned &#x201C;human rights defenders&#x201D;, and sometimes by (a) plain, simple patriots who care.</p>
<p>What is actually alluded to as &#x201C;having to go&#x201D; is perhaps nothing more than just the innocent, left-leaning-adventurer-all bluster, no impact&#x201D; type; there is a clear distinction between the (a) former and the (b) latter that is rarely noted in public discourses; they add more confusion and obfuscation to the public awareness, the common observer, and even the objective, conscientious objectors; but the hard-core, self-serving propagandists are able to disguise themselves as champions of &#x201C;human rights&#x201D; and &#x201C;freedom of the press&#x201D; by sophistry, using clich&#xE9;s and Signature Words like <strong>&#x201C;red-tagging&#x201D;</strong>.</p>
<p>The simple truth is that there is no valid reason to harass plain &#x201C;activists-adventurers&#x201D; but there are enough legal grounds to bring identified &#x201C;armed insurgents-terrorists&#x201D; to justice and all the moral reasons and social compulsion in the world to ask them to &#x201C;come home&#x201D; or (if they refuse to &#x201C;come home&#x201D;) send them to prison for illegal acts harmful to society. Distinctions between patriotism-activism and &#x201C;treason-sedition&#x201D; are clear and simple, and the ambiguity and ambivalence of Signature Words like &#x201C;red-tagging&#x201D; should not suppress and hinder actionable clarity.</p>
<p><em>&#x201C;There&#x2019;s no such thing as red-tagging,&#x201D;</em> says the spokesperson of a duly instituted anti-armed insurgency, anti-terrorist govt agency, citing a Supreme Court ruling that declared the &#x201C;mere labeling of a group as a communist front is not an actual threat to one&#x2019;s right to life, liberty, or security,&#x201D; When a govt body charged with the task of ending the armed insurgency identifies a person as a &#x201C;terrorist-insurgent&#x201D;, the act is not &#x201C;red-tagging&#x201D; &#x2013; it is more precisely described as the identification of persons involved in illegal activities. What is the point of &#x201C;red-tagging&#x201D; in that context?</p>
<h2 id="something%E2%80%99s-got-to-give%E2%80%A6">Something&#x2019;s got to give&#x2026;</h2>
<p><em>Red-tagging</em>, what a curious phrase; when people realize the implications of its use and misuse, it gets curioser and curioser. What is red? What is tagging? What is red-tagging? What is treason? What&#x2019;s the fuss all about? What&#x2019;s the real problem? Is it a matter of semantics, etymology, sophistry, or logic, or is it something of graver social complexity? If it&#x2019;s such a big deal, what is the solution?</p>
<p>&#x201C;<em>Red</em> is a color at the end of the spectrum next to orange; it has a range of symbolic meanings including war, anger, and love.&#x201D;  Is it to the credit of the Communist Movement that Red became the symbol of &#x201C;Communists&#x201D; in the aftermath of the cold war era? Or is it to the credit of sociologists, etymologists, and wordsmiths? Or both?</p>
<p>&#x201C;<em>Tagging</em> is the action of attaching a label to someone or something.&#x201D;</p>
<p><em>Red-tagging:</em> a curious phenomenon, a word tandem that&#x2019;s more than the sum of its parts, a mathematical anomaly &#x2013; very curious that the modern meaning of &#x201C;red-tagging&#x201D; does not equate to the simple linking of &#x201C;Red&#x201D; with &#x201C;tagging&#x201D;. If it were, there would be no problem at all, as being Red per se, is neither a crime nor a problem. But the anomalous reality is that the term &#x201C;red-tagging&#x201D; has put on a new life and meaning of its own, apart from the literal meaning of &#x201C;Red&#x201D; and &#x201C;tagging&#x201D;, taken individually and taken together. The meaning can be harmful or made to appear harmful.<br>
Thus, &#x201C;Red-tagging in the Ph refers to the malicious blacklisting of individuals or organizations critical or not fully supportive of the actions of a sitting government administration in the country.&#x201D;** -Wikipedia is a free encyclopedia and a Wiki can be edited by anyone, anytime; it collects word meanings from common usage and interpretation by people in a community, developed and practiced over time, not the other way around. Wikipedia has no moral authority to define &#x201C;red-tagging&#x201D;, it merely echoes and picks up the common usage in a given community. One can easily challenge the accuracy of Wikipedia&#x2019;s definition, but that would be pointless since Wikipedia is merely a &#x201C;mirror&#x201D; and not a &#x201C;carrier&#x201D;. Clearly, the problem is not the idea or act of &#x201C;red-tagging&#x201D;, <strong>but the malicious, sophisticated, contrived, harmful usage, interpretation, and slant that the two-word tandem is made to appear</strong>.<br>
<em>Treason</em> is &#x201C;the crime of betraying one&apos;s country, by attempting to overthrow the govt. Sedition is a crime that consists of inciting rebellion or violence against the govt.&#x201D; (Oxford dictionary) Which is more concise, relevant, and deserving of common public usage -- &#x201C;red-tagging&#x201D; or &#x201C;treason&#x201C;?</p>
<h2 id="simplifying-the-complex-is-the-easy-solution%E2%80%A6">Simplifying the complex is the easy SOLUTION&#x2026;</h2>
<p>If using the words &#x201C;red-tagging&#x201D; is causing confusion, angst, stress, and distress, if it leads to uncertainty and deception of people, why prolong the agony? If we stop the use and misuse of the phrase and replace them with more concise, positive words and actions, if we start to edit Wikipedia (after all, Wiki is a DIY encyclopedia) they will eventually be expunged from the vocabulary; along with the words, will go the actions, and we will all be better off for it. If there is anything that must stop, it is the use or misuse of the misleading two-word tandem &#x201C;red-tagging&#x201D;. For the sincere social reformist, we can say instead &#x201C;leftist-activist&#x201D; and not &#x201C;red&#x201D;; to the authentic revolutionary, we can say, go ahead and do your thing, we respect your contrarianism as long as you respect our peace and our laws; for the student, recruited, deceived, indoctrinated, taken from parents, hiding and fighting in the mountains, we can say &#x201C;come home brother/sister and get healed&#x201D;; for the pseudo-reformist that will not reform but continue fighting and killing, we can say &#x201C;treason and sedition are crimes against the state, and traitors will be jailed&#x201D;; -- &#x201C;claro-claro lang.&#x201D;</p>
<p>It&#x2019;s the use of concise words, precise meanings, correct etymology, common sense, transparent logic, and the plain and simple TRUTH, that will solve our problems, not trickery or sophistry or contrived complexity, not deception, not the disguise of hiding behind complex Signature Words &#x201C;red-tagging&#x201D;. Let us give our Nation and our People, the simple truth, clarity, and wholeness that they deserve.</p>

<p><strong>Dear compatriots</strong>,</p>
<p>This is a call to <strong>Productivity</strong>; more and more and more of it; more and all of it, as much as it takes. There is no better way to prevail and survive in the coming age of the 3rd Millennium!</p>
<p>Kudos and thanks to the House of Representatives for passing House Bill 10410 &#x201C;seeking to strengthen <em><strong>productivity incentives</strong></em> for enterprises and promote inclusive and sustainable <em><strong>productivity growth</strong></em>.</p>
<p>It&#x2019;s a good law that points us to the right path, but <em><strong>incentives may not be enough</strong></em>&#x2026;</p>
<p>It is not enough to survive and overcome another:</p>
<ul>
<li>another 52 years of armed <strong>Insurgency</strong> gone mad and murderous; not even 52 weeks.</li>
<li>not another decade for a rich habitat degraded by creeping <strong>Poverty</strong> of its people.</li>
<li>not another six years for a community that keeps losing wealth to its own <strong>Corruption</strong>.</li>
<li>not another six for the masses that ceded bed, and board, and dignity to <strong>Oligarchies</strong>.</li>
<li>not another boom-bust cycle for a people run dry by its own Complacency.</li>
<li>complacency that spawned a vicious cycle of <strong>Poverty-Inequality-Insurgency-Criminality</strong>.<br>
*a circular force so strong that it can only be pierced by a surge in national <strong>Productivity</strong>.</li>
</ul>
<h2 id="a-citizens%E2%80%99-productivity-movement">A CITIZENS&#x2019; PRODUCTIVITY MOVEMENT!</h2>
<p><strong>What it takes:</strong><br>
Individual and communal productivity: closely interconnected moves and interrelated actions; one shapes the other and vice-versa; one feeds and nurtures the other and vice-versa; how do we start this big deal from virtually nothing?</p>
<p>Let&#x2019;s start with first aid, simple moves that are easy, quick, not too costly to accomplish, with immediate impact;	<br>
Next, we do &#x201C;major surgery&#x201D;: more complex, elaborate, costly, with long-term permanent impact, as if treating cancer;<br>
Finally, we start &#x201C;moving mountains&#x201D;, give our best shots, and everything we got, to induce the birth of a national, continuing, MOVEMENT contaminating everybody with the &#x2018;virus of Productivity&#x2019; -- against this, there is no antidote, except complacency and unbelief, the first mountains that must move away.</p>
<p><strong>So here goes -- first aid; major surgery Reforms; Programs to move mountains:</strong></p>
<h2 id="decongestion-shorter-queues-shorter-pila">DECONGESTION: SHORTER QUEUES, SHORTER PILA</h2>
<p>No more long queues in govt facilities, by self-imposed administrative, management reforms:<br>
* govt banks like LBP, DBP, PVB; AFPSLAIs, and other public SLAIs;<br>
* GSIS, SSS, and other GOCCs that provide public services (already ongoing btw);<br>
* Govt centers that provide public services like cash aid, passporting, etc.;<br>
* Other facilities like Ports, Airports, and public transport terminals.</p>
<p>No more long Pila in private facilities, done by incentives, persuasion, or moral suasion.<br>
*in banks, malls, transport terminals, and service centers; for example, big, prosperous banks have no business tolerating long queues and bottlenecks in serving depositors.</p>
<p>Decongest highly urban centers like EDSA, and the NCR, by better Urban Planning practices, or better still, accelerate the &#x201C;BALIK-PROBINSYA Program&#x201D; (as proposed and discussed below):</p>
<p>Nothing wastes our energies and productivity more than idle queueing in long lines &#x2013; be it for &#x201C;AYUDA&#x201D;, or gift packs ala Community Pantry, or &#x201C;bank cash withdrawals&#x201D;; the masses think they have no choice, but they actually do, if we put our hearts into it and move together as Community; it is not too hard to manage queue lines, especially when transactions with economic value are involved, like bank cash withdrawals. It&#x2019;s first aid for us to stop the practice NOW! (it&#x2019;s starting to happen, in govt and the private sector, like Landbank going digital, spearheading the digital transformation in govt and enterprise.)</p>
<h2 id="programs-that-trigger-and-induce-productivity">PROGRAMS THAT TRIGGER, AND INDUCE, PRODUCTIVITY</h2>
<p>A Whole-of-Nation Approach &#x2013; Public and Private</p>
<p>The Keep the Change Program* (KTC). The &#x201C;Gleaning Principle&#x201D; to monetize, mobilize and recycle dormant, hidden, people&#x2019;s wealth: KTC PROGRAM paper is available on request.<br>
* Dormant fractional change: Php720M annually from the KTC can help fund UBI<br>
* Search for similar dormant peoples&#x2019; assets like dormant bank deposits.</p>
<h3 id="reforms">REFORMS</h3>
<p>(1) Major roadblocks to Productivity and Prosperity<br>
Corruption, Criminality, and the protracted &#x2018;Armed Insurgency&#x2019; are the top roadblocks to Productivity; they have stifled and suppressed individual and communal Productivity and the prosperity of the entire Nation. *</p>
<p>&#x201C;The buck starts here with me&#x201D;; without &#x201C;corruptors&#x201D; there is no corruption.<br>
Corruption Impedes economic growth: (from a commissioned study)<br>
Corruption taxes and hinders entrepreneurship.<br>
It reduces the quality of public infrastructure.<br>
Reduced public trust in government inspires armed conflict and repression of the poor.<br>
Carefully crafted, anti-corruption programs yield important poverty reduction results.</p>
<p>(2) PRODUCTIVITY - A &#x2018;POP&#x2019; CULTURE</p>
<p>Restoring and protecting Productivity of People (POP) and Communities:<br>
Stop excessive long queues that waste time and productivity of people**.<br>
Reduce and stop congestion in public areas, offices, banks, service centers, and roads.<br>
Reverse excessive urbanization, congestion, traffic, and man-made bottlenecks**.<br>
Support Anti-red tape in govt and private sector (ARTA);<br>
Productivity/Efficiency Movements, public &amp; private: Managing GOCCs well (ala Temasek of SG).</p>
<p>(3) TAX REFORMS</p>
<p>Towards reasonable, equitable, efficient, affordable tax systems exemplified by TRAIN 1 and 2, and CREATE, signed into law in April 2021:<br>
Progressive, developmental utilization of taxes that recycle our people&#x2019;s wealth;<br>
Making able taxpayers, willing and eager, to share the costs and fruits of good government;<br>
Productivity comes from a culture and habit of giving and sharing:<br>
Giving to govt and nation through correct taxes is a simple, direct form of a CSR mindset;<br>
Tax consciousness is the instinct of good housekeeping and patriotism;<br>
It is the Godly sharing in the costs of governing community, akin to the giving of tithes;</p>
<p>(4) FINANCIAL REFORMS</p>
<p>Financial reforms that promote Inclusionary Development and Productivity:<br>
Reforms in Agri-Agra, and MSME lending law and practice to improve access;<br>
Banking reforms for more equitable access to bank services and credit for smallholders.<br>
Inclusive digital banking where no one is left behind, unserved or underserved.<br>
Developing a culture of responsible credit consciousness as a personal and social value.</p>
<p>Strong, robust Financial Institutions. Banks and FIs are seen to grow even more when they funnel an overflow of growth to the underserved market peripheries, making the consumers and users of their products and services grow as prosperous as the FIs that serve them**:<br>
-More consumer-oriented &#x201C;branch banking practices&#x201D; not just more bank branches;<br>
-Fintech, notably digital banking, will reach the underserved peripheries, not just Fin Centers;<br>
-FIs will have branch-customer-oriented websites that showcase service quality practices;<br>
-FIs honor the Productivity of customers and will not tolerate the practice of long client lines.<br>
-Banks can be community-oriented by disclosing branches&#x2019; local deposits to local loans ratio.</p>
<p>(5) IMPACT OF REFORMS</p>
<p>Reforms will mean better cash flow for all:<br>
More taxes for govt; more access to social amelioration, and capital for citizens and enterprise; reforms are inter-connected, correlated by purpose, and with results: more supply, broader, more equitable distribution, and higher velocity of money that will keep the nation healthy, and energized, enough to overcome calamities and realize the true potential of its people.</p>
<p>(6) PRODUCTIVITY AND REFORM PROGRAMS</p>
<p>Productivity Programs:<br>
(a) BALIK-PROBINSYA:  BALIK-PROBINSYA (BP White Papers) BP Incentives Program</p>
<p>(b) Universal Basic Income: THE NEW NORMAL; a snapshot summary of what people say of UBI<br>
UBI PROs &amp; CONs; FUNDING UBI D3 a quick scan of our ability to fund a Philippine UBI program;<br>
KTC PROGRAM Keep the Change Program, recycling Peoples&#x2019; wealth to help fund UBI.</p>
<p>BP and UBI can start with a govt/legal mandate, and then get caught by all like a virus; a successful BP program supports and can help fund a successful UBI program and a successful UBI program enhances and supports the continuing success of the BP program.</p>
<p>(c) Poverty eradication programs by the private sector, like &#x201C;ECSOM&#x201D; and &#x201C;Smart Cities&#x201D;;</p>
<p>(7) IMPACT OF PRODUCTIVITY PROGRAMS</p>
<p>Productivity and Reforms Programs will induce the creation of beneficial, sustainable cycles:<br>
The package of Programs will trigger the creation of beneficial, sustainable, replicating cycles that will launch the nation to fulfill its aspirations in an environment of Peace and Productivity:</p>

The Ph nation is a conundrum; it is branded one of the least developed, ranking high in global poverty ratings; yet it is potentially the most productive; it had the highest GDP growth rate in ASEAN until the Pandemic disrupted the economic settings.<br>
In its vast territory of mountains, forests, and plains, flows the Mindanao River Basin, one of the longest and largest, that not only sustains its rich, fertile agricultural lands but also feeds the Mindanao Grid with more than 700 installed MWs of hydropower. Putting money (or beer) to its mouth, WAWD placed a bet for 3 bottles of beer that our stock market will perform better in three months.</p><p>On July 22, almost three months after the elections, and almost two months after WAWD placed the bet, PSEi closed on high volume, at a 14-month high of 8102.30, hovering close to its all-time high of 8127.80. We don&#x2019;t know if Oxford Economics took the bet, but if it did, would WAWD have won the wager? <p>Mixed signals from carbon markets&#x2019; latest front, show surprising news. Despite fresh disappointments from the COP15 summit talks and despite a huge uncertainty over the ongoing US climate bill deliberations, trading volumes in the European Climate Exchange (ECX) and the Chicago Climate Futures Exchange (CCFE) reported better than expected gains. Specifically, they report emission trading volumes increasing 82% to 5.1 billion tons, while the CCFE average daily volume increased by 183% to 5,406 contracts in 2009 from 1,907 contracts in 2008. Better than expected results came in a year of great financial, economic and political turmoil.</p>
<h2 id="cop15-cops-out-in-copenhagen">COP15 COPS OUT IN COPENHAGEN?</h2>
<p>In December of 2008, the failure of COP15 in Copenhagen to forge international binding commitments to reduce carbon emissions depressed the price of carbon credits in the midst of a global recession. However, carbon market experts said the political outlook was now looking brighter as a result of (non-US spearheaded) initiatives by China and India to turn the political momentum wheel by announcing post-Copenhagen reduction targets. Continuing discussions within the EU for an anticipated 30% cut by 2020 and a move to 100% auctioning in 2011, clearly show significant long-term growth potential.</p>
<h2 id="quo-vadis-philippines">QUO VADIS PHILIPPINES?</h2>
<p>What opportunities do these trends signify for the Philippines? Is it time to pursue on our own a local agenda of climate change action? Do we have time to wait for international agreements to be painstakingly negotiated over many years, while merely crossing our fingers and hoping that commitments will be delivered by other governments on the targets they&#x2019;ve signed up to?<br>
We cannot significantly reduce emissions at their bulk sources now, but we can take action locally to boldly build the alternatives, address emission sources within our boundaries, and create such strong national movements that other players are led to follow suit. Perhaps, the most important outcome from the Copenhagen talks will take place beyond the conference itself. It will take place at the local communities-of-interest level, where the world&#x2019;s climate initiatives will come together as never before, to strategize and build relationships of solidarity.</p>
<h2 id="thinking-global-acting-local">THINKING GLOBAL, ACTING LOCAL</h2>
<p>It must take place in cities across the world as hundreds of thousands mobilize in hope, refuse to be let down by their leaders, and radicalize the process of &#x201C;learning by doing.&#x201D; Many more high-profile talks similar to COP15 are likely to take place again in the future, but we should not trust and wait on them to deliver genuine action on climate change. When such efforts fall short, it is time for the rest of us to take over. When they say &#x201C;cap and trade&#x201D; &#x2013; we simply say &#x201C;REDUCE&#x201D;.</p>

In appreciation, let me send you a few reminders of our own about the Filipino psyche and culture. I&#x2019;m generalizing that Filipinos tend to think and act in the concrete rather than the conceptual. Thus, while we do care for <strong>human rights and the rights of women</strong>, we care more and move quickly and decisively in protecting <strong>humans &#x2013; our men and women</strong>. Clearly, humans are easily seen, heard, smelled, touched, and protected. Human rights, as much as human responsibility, are discussed and debated more and more, sometimes beyond the opportune time for meaningful action. There are countless examples but this is not the time and place for them.</p><p>No matter what human rights advocates say about the track record of our president, many in the know can probably tell you about the energy he spends in protecting particular men and women. And that&#x2019;s the reason more humans, both men, and women, more than six million of them, voted for him than they did for the other four. That&#x2019;s the reason why Gabriela, the women&#x2019;s rights advocate group like him.</p><p>The pragmatic thing to say for now is that indeed humans voted him in, not human rights. In the end, are they not the same, two sides of one coin? You are good in one, we are good in the other, and that&#x2019;s why we are good friends.</p><p>A toast to presidents, humans, human rights, and women &#x2013; <strong>they are all to be loved and protected, in our own respective ways. When one or the other goes away, he is invariably replaced; when one passes away, like the King or the Pope, an able successor takes over.</p><p>Outside mom and dad, I have clear memories of Lolo Inkoy and Canuto my barber, and no one else, &#xA0;when I was just five; since then I always had a barber, even if there were times that I did not have a girlfriend, a spouse, a cook, or a driver; barbers are more than just hair-snippers; when I think barber, I think &#x201C;good friend, advisor, news anchor, tipster, source of good news, fresh, reliable news that&#x2019;s never rapplered; I think &#x201C;Kuya, caring, funny and never corny; smart but polite, deep but not pedantic&#x201D;; I don&#x2019;t need to ask him &#x201C;what&#x2019;s up&#x201D;, he tells me what&#x2019;s up, or down &#x2013; the price of gas, power, pork; he may never be a Nobel Prize winner (thank God), but to me, he is the man for all seasons; that&#x2019;s my barber &#x2013; Canuto when I was five, and now Jerome, at five and seventy, with not more than ten barbers between the two. Unfortunately (or maybe not), none of them delved into the stock market.</p><p>I will confess later why I went to see him last Feb. 16; yes, I did, and voila -- I feasted on such yummy updates that I felt like I was in a Christmas eve banquet: &#x201C;what&#x2019;s the latest on the West Philippine Sea (&#x201C;it&#x2019;s the WPS Kuya, not the SCS&#x201D;); why the Chinese make better and better products now unlike the trash that they did before; where Pinoy fishers go for fish to avoid water cannons; what&#x2019;s up on &#x201C;regional security&#x201D;, with Ph, Vietnam, Australia, and Japan, getting cozy; what can be done with schools; what really happened during martial law; how Zambales sand and gravel got to become artificial islands in Scarborough, and many other goodies, and a shoulder massage, all in twenty minutes; I felt like I was listening to Boy A. chatting with Karen D. or to an amusing narrative of a &#x201C;Marites&#x201D;. &#xA0;Jerome cannot match the prowess of Prof. Carlos, but easily his portfolio is more diverse, and definitely, his massage is more soothing!</p><p>The uncanny and heady feeling brings me to the point of my confession: that the presidential debates last Feb. 15, exceeded people&#x2019;s expectations, and the net effect that led me to remember Jerome, and go savor his nice service package the next day, in the same manner, that I savored the wonderful treat at Okada.</p><p>Yes, the debate, its ambiance, the Miriam-like audacity of Prof. Carlos, the wholesome mental exchanges, and calisthenics, particularly by two of the four participants made me feel like I was with Jerome, freely enjoying his talents, and his smart hair-snipping, hair-splitting ways.</p><p>Yes, that&#x2019;s Jerome, my zany, savvy, hair-snipping, hair-splitting savant; now, with two from the Presidentiables added, there are three, and I know who they are, and I know what to do come <strong>May; thanks to you ESEMENAY; you&#x2019;re the game changer setting the bar of excellence!</strong></p><p>Bob Calida<br>WAWD 2/22/2022 &#xA0;<a href="https://www.wealsowalkdogsblog.com/">https://www.wealsowalkdogsblog.com/</a></p>]]></content:encoded></item><item><title><![CDATA[His Eye Is On The Sparrow]]></title><description><![CDATA[<blockquote>Why should I feel discouraged? Blighs in the declared mission to &#x201C;colonize Mars&#x201D;. I am inclined to <strong>work for a seat</strong> in the maiden trip if some basic questions are answered and resolved:</p><p><strong>Who owns Mars?</strong> Who will own it, or portions of it, when humans get there? How? Can Earth unite before going there and plant one Terran flag rather than a collage of American, Russian, Chinese, Filipino, and others? Can humans resolve conflicts at home -- in the West Philippine Sea-South China Sea, Palestine, Afghanistan, Hong Kong, Ukraine -- and be sure not to bring internecine tendencies to an outer space neighbor that is still unspoiled and unmarked with borderlines?</p><p>Is <strong>&#x201C;colonize&#x201D;</strong> the right word to call the effort to buy Elon&#x2019;s so-called &#x201C;insurance policy&#x201D; against dire contingencies in Planet Earth that will require evacuation? What if Martians say &#x201C;I&#x2019;d rather colonize you first&#x201D;? What if Martians were intelligent underground microbes that can create &#x2018;pre-emptive colonies&#x2019; in tissues of Elon and company when they arrive? I nominate <strong>&#x201C;Human Settlement&#x201D;</strong> as the &#x201C;Mars Trip Signature&#x201D;, and the <strong>&#x201C;Prime Directive&#x201D; </strong>as the Mars Trip <strong>&#x201C;Social Template&#x201D;</strong> (referring to the predominant policy adhered to by the &#x2018;Federation of Planets&#x2019; and &#x2018;USS Enterprise&#x2019; when exploring the Galaxies, as <strong>Star Trekkies</strong> know by heart).</p><p>If<strong> Technology</strong> can find efficient ways to get there, find water and resources to terraform and sustain life, how difficult would it be for Technology to invent a &#x2018;Unification Algorithm&#x2019; and transplant Social Sciences needed to make life in a new home planet viable and sustainable? Can&#x2019;t &#x2018;settlers&#x2019; expunge old martial instincts in the same way that their rockets attain escape velocity? Can&#x2019;t human technology discover social equilibrium in settlements as it could discover warp velocity in rockets? If the genius of Elon Musk can do it, surely, he can patent it, and we can buy it, like we buy Tesla EVs.</p><p><strong>&#x2018;Colony or Secret Garden&#x2019;</strong>? Can we unlearn the words colony and colonize? Can we remember how nations that discovered the technology of building ocean-going ships circumnavigated the Earth searching for spices, silk, gold, and supplies from the &#x2018;New World&#x2019;, how they used the theory of &#x201C;materials balance&#x201D; as a lame excuse to create <strong>colonies, invent slavery, and imported slaves?</strong> Can we remember how nations with sea-faring technology &#x201C;colonized&#x201D; the Americas, Bahamas, Africa, Mexico, the Philippine Islands, the Indonesian Archipelago, and other rich habitats, and impoverished the natives there with the process of sustained colonization? If you&#x2019;re thinking of using robots in lieu of slaves, what if the robots revolt? <strong>America is the exception</strong> because it learned the technology of <strong>revolution</strong> soon enough and won independence from the British Empire, and then the technically-advanced industrial North won the Civil War and <strong>abolished slavery</strong>.</p><p><strong>The point?</strong> If we can remember the footprints of earthly colonization &#x2013; slavery, poverty, backwardness, corruption, social disequilibrium, and finally chronic insurgency &#x2013; the point is to forget what we remember before leaving for Mars. <strong>Forget</strong> &#x201C;colony, colonize, colonization&#x201D; as Signature, Label, and Business Model; forget, unlearn and leave them behind; &#x201C;colonization&#x201D; is not endemic to the whole of Earth, it was invented by European Royalty seeking loot of empires, to be candid about the narrative &#x201C;Commonwealth and Colonies&#x201D;; do not risk seeding the galaxy with the epidemic of &#x201C;colonization&#x201D; when the success of the first &#x2018;Mars Mission&#x2019; becomes a model. Ask people from <strong>former colonies like the Philippines</strong> (that&#x2019;s us!) and get much-needed insights for the first manned Mars expedition.</p><p><strong>Immigration, not colonization; terraform, not colonize.</strong> Picture Annie Moore, the first immigrant to the US to pass through Ellis Island in 1892; &#x201C;she must have felt incredible excitement at the thought of a new home and a fresh start, leaving a difficult life in Ireland to start a new one in America&#x201D;; then picture the first African slave as he disembarks from a slave ship and steps for the first time on the shores of America, feet, and hands in chains; imagine his bewilderment, confusion, imagine the bruises, the pain, the shame, losing his dignity, and spirit in a strange land; little did he know he would spend a lifetime of hardship and shame working the rich fields of Virginia; imagine and thank God it was <strong>not you or Bezos or Branson.</strong> Many will join the <strong>21st century Great Immigration to Mars,</strong> just for the thrill of it, or escape the possible collision with the giant asteroid Apophis predicted in 2029; but not another colonization, terrestrial or extra, God forbid. <br></p><p><strong>SIGNATURE NAMES</strong></p><p>On further thought, let me tell the narrative of more Signature Names, like &#x201C;Ka Eric&#x201D;, &#x201C;Ka&#x201D;&#x2019; as in &#x201C;Comrade&#x201D; or &#x201C;Kasama&#x201D; in the next sequel -- SIG III; like a political group still calling itself &#x201C;patriot&#x201D;, while its alliance with insurgents was exposed by a former comrade; like Trump saying &#x201C;we must have American dominance in space when he created Space Force&#x201D;; like Zuckerberg&#x2019;s &#x201C;metaverse&#x201D;; like so-called, self-proclaimed &#x201C;human rights defenders&#x201D;.
